Spring Plaza Ribbon-Cutting Ceremony Caps First Completed Dallas Catalyst Project: Mill City Investment

On Friday, June 27, our 2024 Young Guns Community Investors project team joined officials from South Dallas Fair Park Innercity Community Development Corporation (ICDC) in cutting the ribbon on the organization’s renovated Spring Plaza headquarters.

Led by project co-managers Tanner Lloyd (Birch Construction) and Matthew McManigle (Balfour Beatty), the Spring Plaza renovation received more than $75,000 in TREC Community Investors funding raised during the 2024 Young Guns Casino Night, the young professionals group’s largest annual fundraiser. It is the first investment completed during the ongoing Dallas Catalyst Project: Mill City initiative.

The scope of work included painting the building, installing new landscaping and branded digital signage, and upgraded lighting at the 15,000 square-foot site, which is located at 4907 Spring Avenue.

ABOUT SOUTH DALLAS FAIR PARK ICDC

The two-story Spring Plaza building includes office space, a reception area, restrooms, kitchenettes, conference rooms, and three retail storefront suites, with 12,495 square feet of rentable space. The renovation is expected to benefit ICDC’s general operations and improve the retail experience for future tenants.

Spring Plaza serves more than 2,500 residents annually through ICDC and the retail tenants.

Founded in 1986, ICDC’s mission is to “create a stable, safe and vibrant South Dallas/Fair Park community by building partnerships that provide homeownership opportunities, job training, economic development, community education, and advocacy.”

Spring Plaza is located in Census Tract 27.03. According to US Census data, 96 percent of its 5,828 population is made up of Black and Hispanic residents. Its median household income is $30,046, which is less than half of the City of Dallas’ $65,400. More than 16 percent of residents live below the poverty line.
